Born in Thessaloniki, Greece, 1955; studied in Thessaloniki, 1973-1977, studied and worked in Belgium 1978-82 and Thessaloniki (military service 1984-86), worked in Luxembourg and Belgium 1986-90, in Athens 1990-2005, in Luxembourg 2005-2011, in Luxembourg and Athens 2011-2013, Athens as from 2014.

Legal education:

Degree in Law, University of Thessaloniki, 1977; Postgraduate degree in European Law (Licence spéciale en droit européen), University of Brussels, 1982; PhD in private international law and E.C. law, University of Thessaloniki, 1984.

University Position:

Professor at the Panteion University, Athens, Department of International, European and Area Studies (holder of a Jean Monnet ad personam Chairfrom academic year 1998-99 to academic year 2004-05). Main subject matters taught: European Union Law, Private International Law, Human Rights.

First-time elected at the University in 1990; since then (with the exception of the term of office at the European Union Civil Service Tribunal, 2005-2011, during which university activities were suspended according to the law) and for various periods :

-          Visiting Professor of E.C. private international law at the European Institute of Public Administration/Luxembourg Antenna for the “Master on European Legal Studies” and frequent presenter in its seminars on E.U. law after the Lisbon Treaty

-          External collaborator of the Université Libre de Bruxelles

-          Regular seminars in many Central and Eastern European countries in the framework of the Tempus, Phare and Tajex programmes, as well as in the Cyprus Academy for Public Administration

-          Teaching and administration activities at the National Centre of Public Administration, Athens, for E.C. law matters

-          Examiner of the State Scholarship Foundation (1995-1998 and 2012-2013

-          Member of the Board of the Greek Association for European Communities Studies (i.e. the association of University Professors in the area of E.C. studies - an ECSA affiliated association) 

Other activities

Practising lawyer; founding member of the European Lawyers’ Association (UAE), 1987, member of its first executive committee and president of its first commission on Community conventions 

Associated member of the International Academy of Comparative Law. 

Member of the European Bar Human Right Institue (IDHAE) and frequent member of the jury for the attribution of the “Ludovic Trarieux International Human Rights Prize”. 

Past activities :

Academic activities prior to the election at the Panteion University

Chercheur libre at the Institut d’Etudes Européennes, ULB, 1980-82; Visiting Scholar, University of Cambridge, 1982; legal collaborator at the Centre for International and European Economic Law, Thessaloniki, 1982-1984.

State positions

From 1993 to 2004, external collaborator of the Ministry of Justice for judicial cooperation in civil matters (previously Justice and Home Affairs -  3rd pillar in the European Union) with participation in numerous experts’ groups in Brussels and, since 1995, in the Standing Committee of the Lugano Convention.

In 1993-1994, counsel at the Ministry of Education.  

From 1999 to 2005, member of the Competition Commission entrusted with the enforcement of anti-trust law in Greece, and from June 2000 to December 2002 member of the National Telecommunications and Post Commission, the national high authority with regulatory and enforcement powers in the respective fields.

Member of numerous bill-drafting committees (public procurement, sport law, Vienna Convention on sale of goods etc.).

Juriste/linguiste, Council of the E.C., 1980-82, Administrator, Court of justice and Commission (DG I) of the E.C., 1986-87 and 1988-90 respectively

Member of the first, after the 1967/1974 dictatorship, student governing boards and associations, namely of the  Governing Board of the Association of the Thessaloniki Faculty of Law Students, of the National University Students’ Congress (ΠανσπουδαστικόΣυνέδριο) and of the Association of the Aristotle University of Thessaloniki Students (ΦΕΑΠΘ).
