Biographical Note

Yorgos Stassinopoulos was born in Athens in 1966. He received his B.A. in Economics from the Athens University of Economics and Business in 1991, and in 1999, he received his Ph.D. in Economic and Political History of Greece from Panteion University. From 2001 to 2004 he lectured in Political Economy at the University of Crete, Dept. of Economics. From 2006 he is Lecturer of Economics at Panteion University of Athens, Dept. of International and European Studies. His earlier research includes economic policy, monetary economics and history of economic thought; his current research interests focus on the post-war economic policy in Greece, and international political economy.

Biographical Note

Constantine Stephanou has studied law and international relations at the University of Geneva and the Graduate Institute of International Studies. In 1980 he earned a Doctoral Degree in Law with distinction from the Aristotle University of Thessaloniki. Since 1999 he is Full Professor at the Department of International and European Studies of Panteion University, holder of the 1st Jean Monnet Chair in European Law & Institutions. From 1999 to 2007 he served as Director of the Master’s Program in International and European Studies at the same department and from 2007 to 2009 as Director of the Institute of International Relations, affiliated with Panteion University. He is the founding Director of the European Centre of Economic & Financial Law established in 2010 (www.ecefil.eu).

He has also served as visiting professor / teaching associate at French universities (Nice, Grenoble, Bordeaux, Paris II), as well as the Universities of Utah, Madrid (Alcala de Henares), the Hebrew University of Jerusalem and currently at the European Institute of the University of Geneva (IEUG). He has participated as external referee for the assessment of numerous theses in foreign universities and for the appointment of a Professor of European Law at EUI, Florence.

As a practising lawyer he has served with SIFIDA in Geneva (1973-74) and the Bank of Crete (1975-81). He has also served as Vice-President of the Commercial Bank of Greece (1996-2000) and since 2001 in various positions at the Hellenic Banks Association (HBA) and is currently a member of its legal council.

He has also acted as adviser to the Greek Ministry of Foreign Affairs during the four Greek presidencies of the Council and the five Intergovernmental Conferences (IGCs) for the revision of the founding treaties.

Biographical Note

Grigoris I. Tsaltas, born in Athens, is Professor of International Law, teaches International Law of the Sea, International Environmental Law of and International Law of Development. Founding Director of the European Centre for Environmental Research and Training (EKEPEK), Vice-president of the Association Internationale du droit de l’urbanisme (AIDRU), Vice-president of the Hellenic Society of International Law and International Relations, Member of the Board of the Institute of the Aegean of the Law of the Sea and Maritime Law, Jean Monnet Chair Holder (European Union and Developing Countries), President of the UNESCO Attica Club, Member of the Association Internationale du Droit de la Mer, visitor Professor of the University of Madrid (I.C.A.D.E.), Member of the Editorial Board of the Aegean Review of the Law of the Sea and Maritime Law and NMIOTC MIO Journal.

He holds a Doctorat D’Etat en Droit (uninanimously excellent) in International Law from the University of Legal and Economic Sciences of Nice, a Masters’ Degree from the Institut Européen des Hautes Etudes Internationales of the University of Nice, a Masters’ Degree in Public International Law specializing in the Law of Development from Institut du Droit de la Paix et du Développement of the University of Nice and a Degree in Political Science from Panteion University of Social and Political Science.

His research interests contain: policies and international law of development, international law and international policy of environmental protection, international law of the sea, European policies of environmental protection, geography in international studies.

Curriculum Vitae

Angelos Syrigos graduated from the Law School of the National University of Athens in 1988. He continued for post-graduates studies in the Faculty of Law of the University of Bristol, England. In 1994 he was conferred the degree of Doctor of Philosophy (PhD) in the field of public international law. Since 1991 he is a member of the Law Bar of Athens and practising lawyer in Athens. In August 2012 he has been appointed as Secretary General of Population and Social Cohesion of the Greek Ministry of Interior and he is, obligatory, on a leave from his duties at the University.

He has served as

  1.     Vice-president of the Hellenic Telecommunications and Post Commission (EETT) (2009-2011)
  2.     Secretary for Intercultural Education and Greek Studies Abroad of the Greek Ministry of National Education and Religious Affairs (2007-2009).
  3.     Legal Advisor to the Greek ministry of Foreigh Affairs (1999-2001 & 2004-2005).
  4.     Director of the International Olympic Truce Centre, a non-governmental organization included in the framework of the Olympic Movement

He has also worked as

  1.     a Research Fellow at the Research Centre for International Law of the University of Cambridge and he was a Research Associate of Corpus Christi College of the University of Cambridge (1993-1994)
  2.     a Legal Expert to the Council of Europe in two Cooperation Programmes on administrative reforms in the field of human rights protection in Azerbaijan and Montenegro (2000-2003)

His research interests include international law and foreign policy, law of the sea, Greek-Turkish relations, Balkans and minorities.

Biographical Note

Evangelos Raftopoulos is Professor of International Law and International Environmental Law, Panteion University of Athens, Greece and the Founding Director of MEPIELAN Centre (Mediterranean Programme for International Environmental Law and Negotiation)/Panteion University of Athens - an officially accredited UNEP/MAP Partner and a Member of the Mediterranean Commission on Sustainable Development (MCSD). He is the Director of the Postgraduate Programme Studies at the Department of International, European and Area Studies, Panteion University of Athens and Visiting Scholar at Downing College, University of Cambridge. (Sep. 2015–Oct. 2016 and November 2016–July 2017). He is Fellow at the  Cambridge Centre for Environment, Energy, and Natural Resource Governance (C-EENRG), University of Cambridge (http://www.ceenrg.landecon.cam.ac.uk)  He served, for more than two decades, as a special Legal Adviser to the Mediterranean Action Plan/United Nations Environment Programme (MAP/UNEP) (1987-2010), and was appointed as International Legal Adviser to the Greek Minister of Housing, Public Works and the Environment (1983-1985) and a Lawyer at the Athens Bar Association. He served as the founding Educational Counselor at the Institute of Continual Training, National Centre of Public Administration, Athens (1985-1993). As International Negotiator, he actively participated in more than 70 international environmental conferences and meetings since 1983.

 He is the author of 11 books, numerous articles, book chapters and international reports on theory, methodology and philosophy of international law, relational theory and practice of treaties, international environmental law and governance, and theory and technique of international negotiations. His current research interests include: regional and global environmental governance and environmental sustainability of oceans and seas, with emphasis on the Mediterranean; the applicability of the public trust approach to conventional environmental regimes and environmental sustainability; international negotiations as a governance process of constructing international common Interest; the development of the educational aspect of environmental governance and sustainability. He is the Editor and Director of MEPIELAN E-Bulletin (www.mepielan-ebulletin.gr ) and he lectured in Greek, European and American universities and institutes. Currently, he supervises three PhD theses.

Professor Raftopoulos holds a Doctor of Philosophy Degree in International Law from the University of Cambridge, UK, a Master Degree in International Law from the University of Cambridge, UK, and a Law Degree (First Class) from the Faculty of Law, National & Kapodistrian University of Athens, Greece. He has been a Ford Foundation Southern European Fellow of International Law at the Yale Law School at Yale Law School, Yale University, USA (1980 – 1982).
